It leads quality and safety initiatives through education, resource sharing, and collaboration to implement evidence-based practices.
The facilitation of External Peer Review provides and opportunity for the SHO hospitals to obtain peer review services as required by their internal policies and procedures, medical staff bylaws, or as necessary to ensure the quality of medical care.
SHO's Financial Integration Model was developed as an instrument for participating SHO hospitals to share risk under the Anthem Blue Cross Blue Shield agreement. The program measures hospital performance in relation to national thresholds for patient safety, health outcomes, and satisfaction for continuous quality improvement.
Quality Scorecards present internal and external benchmark comparisons for monitoring programs, such as :

- Agency for Healthcare Research and Quality: Consumer Assessment of Healthcare Providers and Systems (CAHPS)
